How to play sims 4 on hard drive?

I have the sims 4 installed on an external hard drive but when I downloaded mods and put them into the mods folder on the hard drive, none of the mods showed up in game. The only way for the mods to show up is if I put them in the mods folder on the main drive. How do I get them to work and still play the game on the hard drive?
