GoatyGolem EA's policy is that Sims 4 DLC is not eligible for refunds. EA customer support will often make an exception when someone purchases the same content twice, but that typically means twice through EA, for example an accidental double-click or when someone buys a bundle that includes a pack they own already. I don't know whether they'd help you here.
Can your dad get a refund from Amazon? Since the code hasn't been used, it may be possible. Then you could pick out a different pack for him to give you.
If that's not feasible, you could still try contacting support, but I wouldn't count on getting any help. At the very least, make sure you use the live chat option, not email. If you don't see it, choose a slightly different category of issue. Alternately, you can try using the website without signing in. Some categories allow you to proceed without an active login, and those typically offer live chat.
