I can't edit the lot/Sims4

Product: The Sims 4
Platform:PC
I want to talk about something you don't mention above:
How accessible is the current experience? Annoying, but OK
Summarize what in the product is difficult to use. I can't even build my own house, I almost cried.
How is this making it more difficult? Whatever caused this caused me to not make a house, glitch the game out and allow me not to edit the plot I purchased which wasted my money.
How can we reproduce this experience? Tell me a few suggestions to help me fix this problem.

So, I got Sims 4 this week or last week and the first day I got it everything was fine. The next day it was fine too, but the day after that it all fell apart. I installed some hair CC's and mod's with animations, then I chose a plot. I chose a new game and used the same plot I used on my old save. But this time, I couldn't edit my lot. Instead, it allows me to edit other lots. But then when I try that, it tells me that I have "Insufficient Funds." for the house, I tried to buy even though I had enough money. So I tried visiting the other plots but as soon as I visited it, I hovered over MY plot and I thought that "Oh! So I'm fine! I can edit my plot I just had to visit another owned plot." But when I clicked my lot  the only option was to "Go Home." I couldn't edit the slot I visited either, I tried removing the mods I recently installed and nothing, I repaired the game and nothing. Restored my settings and nothing, I don't want to go through the trouble of reinstalling the game because lf repair can't fix it I don't think to reinstall can fix it, besides, reinstalling does take a long time not to mention it's nighttime.

Please help me, I almost cried. Not to mention I scanned my Computer for viruses and there were none.

Since you're playing with custom content, move your mods folder to the desktop, clear your game cache and delete the localthumbcache.package from the Sims 4 folder to help with troubleshooting.

Try playing the game again to test without the mods folder. If it loads okay, it may be that some of the mods/cc have become outdated.

Custom content can become outdated with most new game patches. If the game works when the Mods folder is removed, then one or more of the mods and/or custom content has become outdated and will need to be removed or replaced. EA/Maxis aren't responsible for broken mods/cc. It's up to the creators to fix.

Disabling or turning off both mod/cc options isn't enough of a test.

    Try the 50/50 method:

    1. Move all the mods and cc out into a temporary folder on the desktop.
    2. Move a few files back at a time. Load the game to make sure it loads and everything is good.
    3. Delete the localthumbcache.package from the Sims 4 folder.
    4. Repeat steps 1 - 3 till there is no more files to check.

** While your testing, don't save the game. If you find any problems, delete the mod or custom content file.
