Found it! It was Tmex's Daywalkers and Tmex's AlwaysFullEditMode.
you need to find the cc/mods that are causing the issues. Likely culprits is MC Command Center which already has an update

I updated MC Command; it didn't fix the issue, so I removed it and restarted the game, and I kept getting the same issue.
Agh, I have at 50+ clothes, accessories, tattoos and skin details to go through. :')
Try removing everything and see if it then works.
Start a backup of your save and don't save the game.as everything will be removed
