Drag the folder called Mods to your desktop, delete the file called localthumbcache.package, and start the game up. The game will remake the Mods folder on its own, with nothing but a fresh game-created resource.cfg file in it. Nothing that was in the Mods folder you dragged to the desktop should show in-game after that.
@luthienrising I tried deleting 2 files and they just won't delete! I moved all my other CC and it was fine but there is 2 files from the same creator that just won't let me delete. I tried deleting the whole mods folder but with these 2 files remaining in there it won't let me.
