If that doesn't help, try manually deleting and reinstalling Cottage Living. Make sure the EA App is closed, and Steam if you use it for the game, and that the EABackgroundService is NOT running in the Task Manager. Open [install location]\The Sims 4 and delete the EP11 folder. Restart your computer, clear the EA App's cache:

And download the pack again.
