PSUButterfly Please open Marketplace > My Collection and see whether your packs are listed as deactivated there. If so, you can reenable them with the Pack Selection button. If trying to use that button causes other issues, delete UserSetting.ini, in Documents > Electronic Arts > The Sims 4; this file holds the data for all disabled packs.

This solved a large part of the missing items. However, I still have an issue with it showing highlighted build items: without items showing stars or items that are actually new.
