I play on window 10 desktop. Own/play all DLCs.
issue with both (updated) mods and no mods or CC at all. New game and old games.
I don’t have the likes and dislikes button or options in my game. When making a new sim, when using a sim from the gallery. When going into game and having a sim go to CAS. Nothing. The patch was installed but I’m not getting the new feature. Even after removing and disabling my mods and starting a new game.

and repair the game: open your Origin game library, right-click on the Sims 4 icon, and select Repair.
If that doesn't help, please test in a clean user folder. Move your entire Sims 4 folder out of Documents\Electronic Arts and onto your desktop, and when you launch the game, a clean folder will spawn with no content. Don't add anything to it yet; just see whether the same problem happens in a new save.
You can't however pick likes and dislikes in story mode. This is by design; if you don't like the choice, feel free to say so in this thread:
