Mods won't enable after updating

I updated my game not too long ago, i think after the lovestruck pack came out, and afterwards i cannot reenable my mods/cc. I've looked everywhere for a solution- I've deleted the options(.ini) folder, moved it to desktop, deleted and reinstalled the game, tried turning mods on, exiting the game, and shutting off my computer, I tried clearing the EA app cache, resetting the app, I also tried to do this thing with anti-virus software i saw on here? It didn't necessarily not work because I couldn't get it to because I apparently had another software that I couldn't find and delete. And still, after all this, no matter what, it still says; "Mods disabled: your game has just been updated..."

This has happened before and I just sucked it up and played the game without any mods for about a week, but after that it just fixed itself, but it's been maybe like a month now? And I don't think it'll fix itself.

Please help!
