Moving my cursor quickly causes severe FPS drop

Just bought the game and I can't even get past the main splash screen without issue. The confetti stuff will slow down. Moving my cursor at even a normal speed causes everything to slow down immensely. When I'm first directed to create a sim, for example, the sim's animation will become choppy, as if the FPS suddenly dropped down to 5 or something. But if I keep my mouse perfectly still, or move it very gently, it all runs fine. So I can "play" the game, if I move the cursor incredibly slowly. I don't know what could cause this. I've tried it on both the lowest and highest settings and it doesn't make a difference. My hardware is solid, quad core i7 processor with 12gb or ram and a gtx 560ti. Anyone have a solution?

EDIT: found an old, wireless usb mouse and tried it. While both are plugged in, using my main mouse produces the same problem, but using this mouse works flawlessly. So I assume it has something to do with my drivers on my main mouse. It's a Razer Deathadder 3.5G for reference. I'm updating drivers to see if I can fix it.
