98756323565521 Please uninstall Sims 4 from Documents and reinstall it to the default location of C:\Program Files\EA Games\The Sims 4. Having the game in Documents is asking for trouble.
Once you've done that, launch the game to generate a user folder in Documents > Electronic Arts. If you still don't see a Mods folder there, make sure you're in the right folder. Here's how to find it:
