My Game freezes on start-up, can't quit without restarting

I've tried moving my Sims 4 folder, I've tried repairing my game on the EA App, I've tried changing full screen to 0. My AMD driver doesn't need to be updated, the EA App is being run as administrator. I open the game either through the EA App or my desktop shortcut and either way it freezes on that blue loading screen. No music plays, my mouse can move but nothing happens.
