Could be that your computer can't handle the expansion packs? The more you download the slower it does get. Maybe try uninstalling a few of the game packs to see if that fixes the issue?
I've had past expansions before I bought some of the newer ones I never had this problem before I bought the newer ones about a week or two ago.
