@BearLandBucFan I don't think the issue is that the game is reading from a folder on OneDrive, but perhaps that the Sims 4 folder in OneDrive has one or more outdated mods. You should simply be able to remove the files from there and test.
If that's not the solution you're looking for, you can try redirecting your default Documents location to your hard drive, not OneDrive. I believe that this would also force Sims 4 to use the folder on your hard drive, but I'm not completely sure it works in all cases.

Make sure you back up everything, ideally on an external hard drive or USB stick, before trying this, just in case.
