Thank you for your response crinrict. I have attached the DxDiag file. I do not see any LastException files.

The problems I see in your DxDiag are usually either driver-related or caused by issues within the OS itself.
Another problem might be the specification of your Laptop itself, technically TS4 requires a 3.3 GHz 2 cores, 4 threads CPU (TS4 System requirements.) wile yours only has a frequency of 2.40 GHz.
Furthermore, these minimum system requirements apply to the base game. Every Pack, CC or Mod increases the game's hardware requirements slightly.
Please update your Graphic driver.
Here is the driver page of your Laptop.
Expand the "Driver-Graphics (6)" column and download and install the- Intel High-Definition (HD) Graphics Driver

Restart your laptop after the installation.
For the OS problem:
- Hit Windows key and X.
- Choose either “PowerShell (Administrator)” or “Command prompt (Administrator),” or "Windows Terminal (Administrator)", whichever option is offered.
- Inside PowerShell, CMD or Terminal enter: (You can copy and paste the following cursive text.) DISM.exe /Online /Cleanup-image /Checkhealth
- Press ENTER.
- If errors are found, notify us. If no errors were found repeat steps 1 & 2.
- Inside PowerShell, CMD or Terminal enter: DISM.exe /Online /Cleanup-image /Restorehealth
- Press ENTER.
- The system will start validating soon. If it throws an error, please list it here.
- After it reaches 100% repeat steps 1 & 2.
- Inside PowerShell, CMD or Terminal enter: sfc /scannow
- Press ENTER.
- Post the message you receive at the end of the processes here.

I have completed all of the steps above and received the following message:
Windows Resource Protection found corrupt files and successfully repaired them.
For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag.- holger14052 months agoHero+
- Press the Windows key > Write "CMD" (Without the quotation marks.)
- Right click on "Command prompt" in the search results > Run as administrator.
- Copy and paste the following line into the CMD window: (With the quotation marks.)
findstr /c:"[SR]" %windir%\LOGS\CBS\CBS.log >"%userprofile%\Desktop\sfcdetails.txt" - Press ENTER.
- Upload the "sfcdetails.txt" that is now on your desktop.
