No Presents under the tree

I saw an old discussion from 6 years ago, but given this wasn't an issue till now leads me to believe it's a recent update thing. Again

I was able to decorate and do all of the other traditions but when when I have my sim place presents under the tree it does happen, I can see the option to remove them, but trying again and again does nothing, I get no presents for my child sim. 

For the time being I'm just gonna cheat since I don't want my sims complaining about something I should be able to prevent.
