packs won't download

hello! so when a I load into my sims game, my packs aren't installed but when I try to install them there's no option anywhere to install them, and it says they're already installed but when I actually play the game, I don't have anything from the packs I've bought. And the worlds, it says I need to download to play them BUT I CAAANT and idk what to do.
