Politician Career not Progressing

I just noticed this the other day on my legacy save but my sim has stopped progressing in the politician career at level 8. They've been getting raises instead. They got a distinguished degree and joined the career at level 8. I've tried repairing the game, updating my drivers, and just restarting my PC and game but just got another raise today instead of a promotion. Common issue or known way to fix?
