PandaMaddie  Before going into hardware, I want to say that your DLC won't transfer from Playstation to PC.  You'd need to buy all your packs again if you wanted to use them.  Between that and the cost of a computer, you might decide it's better to get a PS5 and skip the mods and cc.

If you do want to play on PC, you'll need to decide how much money you'd like to spend on the laptop and what your goals are for performance.  I can usually find laptops that can run Sims 4 on medium graphics settings for at or under $400 U.S., a bit more in other countries.  Entry-level gaming laptops that can handle ultra settings are more like $700, or maybe $600 if I catch a good sale.  If you want to be picky about certain features, you might need to spend a bit more.  And there's value in the ~$500 segment too, with performance somewhere in between a gaming laptop and the cheapest workable option.

Once you know more or less what you're looking for, or at least how much you want to spend, I can tell you the best hardware in that segment.  There's no point in going through the details of one class of laptop if it's outside your budget in either direction.
