Thank you for your quick response and help. Sorry, I haven't been able to do the same.
Norton Security came with the computer, and both Sims 4 and ea are past the firewall and are considered safe by the antivirus.
The EA app and the Sims 4 gallery work perfectly when connected to my phone's data. My other (older) laptop that uses the same internet connection has no problem with the sims or ea.
@Emerauld_Empress It sounds like thie issue isn't your connection or your computer per se, but perhaps some interaction between the two, or some other process interfering. I'd still try disabling Norton entirely, at least temporarily. If that doesn't help, try powercycling your router.
If that doesn't help either, try a clean boot:
The one service to leave enabled is the EABackgroundService, which the EA App needs in order to run. Disable the rest as described.
When you reboot your computer, go through the Task Manager's background processes list shutting down any service that doesn't absolutely need to be running, for example anything from MSI Afterburner to RGB software might still be enabled. If you accidentally kill a critical process and it doesn't restart on its own, just reboot your computer again.
Don't open anything other than Sims 4 and the EA App while testing, not even a browser window.
Did all of those, and unfortunately doesn't work. I called my internet service provider, and he saw no problems. I also went to an IT place to see if they could find anything, but they couldn't even see a problem (the gallery worked on their wifi, but it doesn't work here).
@Emerauld_Empress Please unplug your router's power cable and wait at least ten minutes before plugging it back in. If that doesn't help, please let me know the exact model of router you have, plus the type of internet connection and its advertised speed.
I unplugged the router for over 20 minutes, and the gallery still doesn't work. Here is the info I have for my router; I'm unsure where to find the type of connection.

2x2 802.11ax (Wi-Fi 6)
Power: 12V- 2.0 A
@Emerauld_Empress Sorry for the late reply. What I meant about the type of connection was fiber, cable, etc., the service you're paying for.
Please launch Sims 4 again and trigger the issue. Then take a screenshot of the Task Bar, along the bottom of the screen, and post it here.
