I previously checked my CPU when playing Sims 4, about 4 cores (threads) run at around 60% capacity, another 4 cores (threads) run at around 15% capacity, all remaining cores (threads) are in idle.

I don’t use any CC or mods, I just like building very large house with thousands of objects. My game runs smoothly if I play default families.

So the lagging of the game should be caused by the game, not by my hardware. I guess upgrading my CPU won’t really help, your advice will save me quite a few hundred bucks from upgrading my CPU.
