There are two possibilities for the sim to learn how to make potions. A Sim must have some degree of familiarity with Sage to have the "ask for potion recipe" option. The fastest way to make friends with sage is to learn magic from him. Sim can buy a recipe in the magic shop

so far neither option has been available to this sim- when she goes to the book store there have been no potion recipes available, and apparently her relationship with the sage is not high enough yet. She is well above first level on her magic progression- at least an adept.
