@Lvly16  Your computer has 8 GB memory installed, but it can only use 4 GB because you have the 32-bit version of Windows 10 installed.  It would probably help overall performance, and likely Sims 4 as well, if you installed the 64-bit version instead.

In the interim, you can try running a couple of basic checks of your Windows system files, to address some of the errors listed in the dxdiag.

  • Hit Windows key-X
  • Choose either “PowerShell (Administrator)” or “Command prompt (Administrator),” whichever option is offered
  • Inside the window that appears, copy and paste “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes into the window, and enter
  • The system will start validating soon. If it throws an error, please list it here
  • After it reaches 100%, hit Windows key-X again
  • Again, choose “PowerShell (Administrator)” or “Command prompt (Administrator)”
  • Inside the window, copy and paste “sfc /scannow” without quotes into the window, and enter
  • Post the message you receive here

When you test Sims 4, please undo any compatibility settings you've applied.  The game should run fine in Windows 10.

If these steps don't help, please try a clean boot.
