I had pre ordered the pack also, but it isn't downloading for me either.

have you went to your main game and checked the 3 dots at top to manage downloads?

have you tried going thru the manage options tab in the EA app 

I have the same problem. It worked fine earlier, having the download button but after trying to download again, it shows up as unpaid and that I have to pay for it again. It still shows in my Purchase History that it's completed and fulfilled, and even shown in-game as "already own", but in the EA App, I still have to pay for it.

I'm having the exact same issue. I've purchased the horse ranch expansion but it's not showing in the library as owned. Instead, I still have the option to purchase the expansion. I've tried uninstalling and reinstalling the ea app, deleting the ea app cashe, repairing the sims 4, uninstalling and reinstalling the sims 4 nothing works. I have received the confirmation email. I've checked, my credit card has been charged. when I check the purchase history, it shows the transaction completed. But it doesn't show in the library as purchased.

something similar happened to me, I was able to make a horse but the new world  was nowhere to be seen

Attention to all PC players! 

I managed to download the add-on via origin! Apparently the problem was, surprise surprise, the EA app.

I found a tutorial on YouTube on how to download origin and how to make it work. I log in to the origin, it showed that I own the Horse Ranch EP and the download button worked. If you haven't tried this method yet - try it! I hope you will be able to download the add-on and finally play with the horses! Good luck!

You are a superstar @NastenaXD , thank you so much for helping me find the solution that actually worked! I've been in chat 3 times today with EA Help. I've done all of the "delete cache, sign out, sign back in, uninstall and reinstall EA app, try signing in from a different computer." Nothing was working and I was about to tear my hair out. The same thing had happened with Growing Together and what I tried last time didn't work this time.

I followed the instructions in the video to download and use Origin and was finally able to download Horse Ranch! As soon as I signed into Origin it verified my Sims 4 files, then started downloading Horse Ranch without any prompting from me. I think it's a HUGE mistake for them to not have the automatic download option in the EA app like it is in Origin. It's pretty obvious that the EA app is a total dumpster fire, buggy mess with new releases. If I have to do this every time there's a new pack release I'm going to be so frustrated.

But anyway, thank you for posting the solution that actually worked for me.
