@kixxinghae Does the game stutter only during events specifically, or any time there are a number of sims on a lot? More sims take more resources to render, and that can be exacerbated if they're wearing high poly custom content items. The number of cc files you have overall doesn't matter, it's how much is on your current lot, and how taxing rendering it is on your graphics card.
You could experiment a bit with sims not wearing custom content, or with smaller events, to see if you notice a difference. A useful metric is your in-game framerates, although they'll bounce around a bit, especially as you move the camera. Open the cheats console (crtl-shift-C) and enter "fps on" without quotes; a number will appear in the lower left corner of your screen. You can then get an idea of how hard your GPU has to work to render whatever is currently on screen: fewer frames per second means each frame is harder to render.
Your graphics chip is somewhat weak for Sims 4, although you can of course still play. But you may need to make some compromises, or else live with the stutter when you want to hold an event.
