Could you first make sure it's not your mods/cc by removing them and trying on a backup of your save without them.

When I first start the game none of the actions work, but when I have my Sims leave their house and go somewhere else then come back, all the actions work perfectly. It happens every time I start up the game where the actions won’t work but every time I have them leave and come back I don’t have any issues. I just think that’s weird.
