What is free will? And where will I find it? Is it a option in the settings menu?

Make sure you load your save game, then click on the three dots in the upper right corner to open the options menu

From there click on gameplay and check the settings for Autonomy

Make sure it's set to full.

You can also disable the autonomy for the currently active Sim (the one with the plumbob)

Yes. If I start a new save game same thing happens. Even if I reinstall the game and play a new save game same thing happens.

I doubt they can though as it's how the game currently works. I know there's a bug report on this but I haven't been able to find the thread yet (for them doing something else when after switching lots).
