@PrincessBabyx  Try deleting GameVersion.txt, in Documents > Electronic Arts > The Sims 4.  If that doesn't help, move Options.ini (in the same location) to the desktop.  This will reset all your in-game options, but hopefully you'll be able to activate mods.  If not, and you don't want to redo your other options, delete the new Options.ini and restore the old one.

If the above doesn't help, please let me know whether OneDrive is running on this computer, even if you never use it.

@PrincessBabyx  Please try pausing OneDrive syncing.  Even if you never use it, OneDrive can lock up the user folder, or replace a newer version of a file with an older one.  To pause syncing, right-click the cloud icon in the lower-right corner of your screen.  It might be hidden in the Tray, so click the ^ icon to look there too.

@puzzlezaddict one drive is paused and i've restarted the game; the same message is still popping up. I just want to be able to play with my mods 😞

@PrincessBabyx  Does your new GameVersion.txt show the right version?  That would be 1.110.294.  Opening it in Notepad probably won't work; you'd need to use Notepad++ or something else.

Please also try a clean user folder.  Move the existing Sims 4 folder out of Documents > Electronic Arts, launch the game to create a new folder, enable mods and cc (both settings), quit, reload, and see whether mods and cc are still enabled.  If they are, you can copy your saves, Tray files, and mods and cc to the new folder and pick up where you left off.
