@Graceeefrog Thanks for linking the laptop; it does make things easier, although you listed the important specs yourself as well. And the answer is that while this laptop could technically run Sims 4, it would not run the game well at all, perhaps only on low settings and perhaps with a significant amount of lag even then. Some of this depends on your playstyle: how many sims are in a household or on a typical lot, what worlds you play in, how complicated your sims' houses are, etc. But this is really not a great laptop for even a moderately demanding game like Sims 4.
Do you already have this laptop? If so, there's no harm in playing on it; just keep the laptop cool and try not run much else while you're playing. The worst that will happen is you don't enjoy the game.
If you haven't bought the laptop yet, you have better options. For the same price, you could get a laptop with a processor and graphics chip capable of running all current Sims 4 packs together on medium-high graphics settings. Plus you'd get twice the storage.

I've listed a number of them in case there are other details that matter to you. They should all run Sims 4 roughly the same, within a few percentage points. For the models that come with Windows in S mode, you'd need to switch to the Home version before installing Sims 4, or Origin or the EA App for that matter, but that's simple and can be done in a few clicks.
