Royalty & Legacy Pack refuses to install content into game / "Deactivated"

Clearly from looking around there's been some kind of an ongoing issue with packs installing.

I preordered Royalty & Legacy a while ago and have been busy.  Finally I remembered it released and have been trying to play it to no avail.  Pack shows as "Deactivated".  Installed / bought it entirely through the EA app.  The map shows up in Manage Worlds / Travel, but grayed out saying it'll be available once it installs. 

Don't see any content in CAS, though when using the filter and filtering by packs, it shows up as a grayed out option.

Things I have tried after troubleshooting online, to no avail:

-Have uninstalled and reinstalled the pack.
-Have uninstalled and reinstalled the entirety of Sims 4. 
-Have tried clicking on it through the Marketplace using the "My Collections" method I've seen online (I don't know why this is suggested.  I click on the pack and it's not like there's some kind of option to re-enable it, it just takes me to the in-game store page that tells me I already own it.)

-Have run repair on The Sims 4

-Have naturally restarted my computer over the last week or so just casually hoping for / waiting for a patch that would fix a what's clearly a rampant problem on the developer side.

Any fixes?
