Saved data
I was under the impression that saved data saved to the EA app, but ive had to buy a new laptop and redownload sims4 and it wont let me load any games, the only options i have is new game

no, Sims doesn't support cloud saving. It's too old for that.
You need to manually move stuff over. You can find the data on your old computer under Documents > Electronic Arts > The Sims 4
