Screen blank with duplicate popups in live mode

My game loads fine, and I can get to the home screen. When I load up any save, the screen will be the same color as the loading screen but pop ups like the thought bubbles duplicate and when i move my mouse to change the camera view the duplicates get dragged across the screen. I did not have any mods or CC installed when this issue first started.

I have cleared my cache, temporarily removed my tray, and recovered saves and none of these have resolved my issue. Even with a new save these issues are present.

I am unsure if there being ghosts there or not in the household is part of the issue, but when attempting new saves without ghosts the issue still arises. 

 

I am completely lost on what the root cause might be since I have gone through everything else I know to do.

Please help!

    LauraRocketa​  Your dxdiag indicates that the graphics chip has been disabled, which is why it's not being used, of course.  To reenable it, click Windows key-X, select the Device Manager, expand Display Adapters, right-click the AMD Radeon entry, and select Enable, then restart your computer.

    LauraRocketa​  It looks like your computer doesn't have a proper graphics driver installed.  If you know which driver you'd need, download and install it and restart your computer.

    If that doesn't help, or you're not sure which driver to download, please provide a dxdiag.  Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop.  From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
