QueenVixie The reason you're getting an error when trying to do anything with this file is that it's in a protected folder. If you know what you're doing, you can use the takeown command to give yourself permission to alter the contents of the folder. (I can write out the steps if you like, but this is something not to be taken lightly, at least not when dealing with a folder belonging to the OS.) Or you can run a repair install of Windows, which would hopefully give you a fresh copy of this file.

This shouldn't delete any of your data, but if you get to step 14 and are NOT asked to keep personal files and apps, back out and start over.
