B2HAYES Please repair the game anyway, in case your antivirus quarantined one of the executables. If you use a third-party antivirus, please disable it during the repair, and don't reenable it until you've tried to open Sims 4 once. As long as you don't do anything else at the same time, your computer should be safe. If this helps, even if you still have some issues in-game, set exceptions in the AV for TX4_x64.exe, TS4__Launcher_x64.exe, and TS4_DX9_x64.exe, or the entire Bin folder they're in, which is inside Game in your first screenshot.
If that's not the issue, please try playing with your computer offline. You can sign into the EA App and put it in offline mode, then disable wifi and/or disconnect the ethernet cable before pressing Play.
If this doesn't help either, does the drive letter of the drive where Sims 4 is installed match what you see in the EA App? I ask because the drive letter is currently I, and if it's external, the letter could change depending on the order in which you connect various devices. You can see the presumed install location, including the expected drive letter, in the EA App under Sims 4 > Manage > View properties.
For some reason the option to repair the game was not an option in the menu anymore. My antivirus didn't have anything quarantined. I tried both other options and nothing resolved. Then for some reason I could not even open the EA app for a couple days so I couldn't check the drive location. Then I tried again later I finally had the option to uninstall the EA app even though it was stuck for some reason before. (The app was closed within task manager but my computer was convinced it was running and restarting wasn't resolving it.) I uninstalled at that point and reinstalled and then was prompted to update the app. Did that and then suddenly the game opened exactly as expected and I have not had any further issues. What is weird is all the files look exactly the same as before so there must have been something in the app update that fixed the hang up because I didn't change/move anything!
