sims 4 Build Mode Not Working

Since then end of December, my build mode stops working after a few minutes of game play. The build/terrain tools make noises but do nothing.
Then, if you try to place objects, they disappear. It won't let me quit or save and I have to force close the game
or sometimes it completely crashes. I've tried reaching out to EA but they just kept suggesting things I already told
them I've tried. They asked for error codes (there are none), screenshots (to show??), and most recently they asked about
"coins" and "when I first lost them" (absolutely has nothing to do with my case or the sims). I'm at a loss.

Here's a list of everything I've tried:

-Cleared the cache in EA app
-Verified the integrity of the game files on Steam
-Uninstalling & reinstalling the EA & Steam apps
-Installed a fresh start on 4 different PCs (all did the same thing)
-Tried running just the base game
-Made Sims an exception in Antivirus
-Tried to run with antivirus uninstalled
-Cleared cache in Sims folders
-Moved Sims folders to desktop
-Adjusted game options/graphics (can't be the issue but why not)
-Adjusted game bar settings in windows?(EA told me to lol)
-Factory reset my laptop

I don't use mods or cc.


I just don't understand what it could possibly be at this point.

    @sleepyeyedslug  Crinrict has already covered all the usual issues, but I have a couple of suggestions that are really just guesses if you're up for more testing.  First, please create a new admin Windows account on your laptop.  Make it local, as in, don't link it with your Microsoft account, and don't import any settings or files.  This is to be thorough and to make sure you're not (or I'm not) missing any small detail.

    Try playing Sims 4 again, building on an empty lot in one of the base game worlds.  If you run into the same error, restart your computer, go into Documents > Electronic Arts > The Sims 4, open Options.ini, search for frameratelimit , and set it to 60.  I'm wondering if the game engine is somehow getting overwhelmed with the demands placed on it, which would be significantly higher at the theoretical limit of 200.  I don't know about your other systems, but your laptop's RTX 4060 is definitely capable of hitting that limit.

    If that doesn't help either, it's worth trying the clean boot again in the new account and with the fps limit.  Please also disable Game Mode and Game Bar, both under Windows Settings > Gaming, if they're currently enabled; and disable the EA App in-game overlay, under Settings > Application.  Don't open anything else while testing.
