guibbss That command forces Sims 4 to run in DirectX 9 mode rather than DX11, as it would otherwise do on your computer. It shouldn't be necessary, but if it works, why not.
Your dxdiag does list two FAT32 drives, a format typically reserved for external drives. These don't need to be USB-C, and they could be one partitioned drive, but Windows knows they're there.
