Sims 4 Freezes Upon App Launch

I used to have a gaming PC, but had to switch to a Windows Laptop as of yesterday. I installed the Sims 4, but unfortunately the game launches without error but immediately everything freezes. I can't see the loading screen or even move my mouse. When I CTRL ALT DELETE, the screen shifts for a moment to the main play screen before the app minimizes. I am getting no errors, but when I go to maximize the app again, im stuck on the play screen with no ability to move my mouse still 

I've used this documentation to backup and restart my game, as well as repaired the app in EA App AND uninstalled/reinstalled it. Nada has worked. Has anyone every experienced this, or knows how to fix it? Attached is a video of what is happening.
