Sims 4 Insufficient Memory

Hi, I know this has been asked before but I didn't see the answer I needed -

Every time I start up the Sims 4 game on my laptop the insufficient warning notification pops up.

I recently did a factory reset on my laptop so I have absolutely nothing on it except for the game. I have quite a few packs and a few mods installed and so far it's all running fine.

I have a 64 bit operating system and it says I have 3.45GB of 4GB RAM usable.

I don't mind about the notification itself, but I have two specific questions:

1) is there a way to get rid of it without having to redownload the game or do another laptop reset?

2) if not, would I still be able to get more packs if the game is still working with the ones I already have?
