Sims 4 Mod

Good day, 

I recently downloaded the sims 4 again and i was trying to add new cc's to the mod. but i noticed there wasn't a mod folder in my sims 4 folder. i researched and i was told to manually make one and also manually add resource.cfg which i reloaded my sims and still i didn't see none of my cc that i downloaded into my mods folder in the sims 4 folder (i already enabled the mods in the game, but still no show). later on, i got frustrated and deleted the game and re downloaded again hoping it will work with a mod folder in. but still the same issue. i have played with sims 4 before so i already know how to install/ download making sure its all added at the proper destination. i really dont know what is going on. please help. 

in the image above you can see my sims 4 collection and how it doesn't have any mods build in.

also deleted the EA game has well. so i technically started the process from the very beginning
