Luwitluv Tamana22 SunnySoleil Sfericwaves Please open Documents > Electronic Arts > The Sims 4 and delete the content folder. Load the game, and if the SDX download doesn't start on its own, open Options > Game Options > Sims Delivery and click the button to check for updates. Either way, give it a few minutes to download, then quit and reload to see whether the content appears.
Keep in mind that the items don't necessarily show as new, so you may have to search for them manually.

hi! i have the same problem and i've already done what you suggested, the delivery says it's downloading but then when i open the game up again afterwards there's nothing there and it says i have the newest delivery already. it's not that i'm missing items in the list (although i also can't find it there), cause i'm testing it out by adding a sim in CAS who uses the new hair, and she's always bald.
EDIT: oh my god i finally figured it out; i had a default.ini in the ConfigOverride folder that was somehow blocking it! deleting that plus the content folder made everything work as it should.
