Sims 4 UI scaling issues after Windows 11 upgrade

Game is still 1.80. Windows desktop is running at 3840x2160 at 250% scaling. Game is running 1080p (1920x1080). GPU is an RX 580. Latest drivers installed.

The first attempt at running the game after a reboot results in the game instantly minimizing to desktop over and over again. I never get to see the EA logo. Going to display settings, turning down scaling to 100%, and clicking on the minimized game icon lets the game run.

After restoring desktop scaling to its intended 250%, the mouse cursor in game is far larger than it should be. Switching to Windowed and back to Fullscreen restores the cursor to its proper size. This happens whenever subsequent sessions are run with the desktop scaling at 250%.

Running both Windows and game at the same resolution causes none of the above to happen. It's only when mixing desktop and game resolutions that I see this. Testing with other games for comparison has shown no such weirdness. This also was not an issue with Windows 10.
