@julia_n_okiedoki I've moved your post to the Sims 4 PC tech section.
Please remove your entire Sims 4 game folder from Documents\Electronic Arts; you can put it on your desktop. Launch the game again, which will create a clean folder. If you can start a new save, the problem is a corrupt file in your old game folder. The most likely culprit is an outdated mod or cc item. You can test your mods and cc in the clean folder in batches; any batch that prevents the game from loading needs to be split and tested again until you find the problem file(s). While testing, be sure to delete localthumbcache.package from your new game folder each time you quit.
Once your mods and cc are sorted out (or start here if you don't have any installed), you can move the contents of Saves and Tray from your old game folder to your new one. Most of the rest of the files can be left behind. Here's an explanation of everything in your game folder:

If TS4 won't load properly even with a completely clean game folder in place, please run a dxdiag and attach the results to a post here.
