Sims can't watch countdown to midnight?

I noticed this in two save games, played several updates apart and it doesn't seem to have been mentioned? I think that it may have to do with the tv, since I think that both households have the same one. They can, however, watch new years tv. (Trusty Companion TV - 995 Simoleans)
