Sims peeing themselves instead of using toilet

Steps: How can we find the bug ourselves? Have full autonomy on and a sim with low bladder needs.
What happens when the bug occurs? Sims will pee themselves rather than using the nearest working toilet.
What do you expect to see? Sims should use the nearest working toilet when full autonomy is on and their bladder needs are low.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

Please describe the patch or change you made. This only happened after downloading the patch on 06/26/2018 - PC 1.44.83.1020
This happened with every single sim in my household, and I have 4 working toilets on my lot. All of them are accessible as they have used them before, and previously the sims have used those toilets automatically. This only started happening after I installed the latest patch.
