I play on PC with Basegame on Steam and a few Packs in EA App. When i close Sims 4 the game close normal. Steam shows Sims 4 as "still running". In the Taskmanager i can not find any TS4 Task. Also ...

Have you tried verifying your files on steam already ?
Please also check the EA app forum as well as steam if you can find similar threads.
I dont know why but in steam my cloud saves was reactivated (normaly i have this off). After switching cloudsaves off the problem is gone for me.
