@FlipzSenapi It's possible that this issue is just Sims 4 being its usual less-than-optimized self, but if you'd like to do some hardware monitoring, I'd be happy to take a look at a log. Download hwinfo from here:
https://www.hwinfo.com/download/
You don't need to install anything; just choose the portable version, unzip it, and launch it from Downloads or wherever you choose. (If you do want to install it, be sure to click the button for hwinfo itself, not for lansweeper.) Restart your computer, open hwinfo but no other applications, choose "sensors only," and click the button that's a sheet of paper with a + icon to start logging. Wait five minutes before launching Origin and Sims 4.
Please play for at least 20 realtime minutes, and test in one of the base game worlds for at least the first ten minutes. (If you change worlds, let me know when you did so relative to when you opened hwinfo.) You can click the same button to end the logging. Please upload the log to a third-party site (Google Drive, Dropbox, etc.) and link it here. Leave the log in .csv format, or if you use OneDrive, zip it before uploading.
I'd also be interested in the power supply in this computer. Please list its full specs, for example Corsair 750W 80+ Gold; you can find this info on the side of the unit.
@roberta591 The "current mode" in a dxdiag refers to the monitor's current mode, no the graphics card, as in, the monitor is running at 144 Hz. The graphics card is not "set at 144 Hz" or anything of the sort.
