The Fountain Tool is making pools

I'm not sure when this started, but I'm trying to build a fountain and it's literally the same depth as the pool. I tested it by building a "fountain" beside a pool. I was able to merge them. Anyone else experiencing this?

No mods. No CC.

Just added the Royalty EP.

    Just tried this myself and the same thing happened. Pool merged with fountain and fountain was the same depth as the pool. I thought the fountain was a bit deep in my last build.
