hallowqueen128 Do you use mods, or have you used them in the past? I ask because some mods can affect the game's program files, for example Better Build/Buy.
If you do use mods, please remove the Mods folder, delete localthumbcache.package, and repair the game, in Steam since that's where you've installed it. Open your Steam library, right-click the Sims 4 tile, and select Properties > Installed Files > Verify integrity of the game files.
Even if you don't use mods or custom content, it's worth running the repair anyway.
