@mturne16 There are a number of issues in your dxdiag. First of all, your processor wasn't detected. This could be a random blip, or it could be serious. A good place to start is with a couple of checks of your Windows system files; this will also cover many of the other errors mentioned. Here's how to do it:
- Hit Windows key-X
- Choose either “PowerShell (Administrator)” or “Command prompt (Administrator),” whichever option is offered
- Inside the window that appears, copy and paste “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes into the window, and enter
- The system will start validating soon. If it throws an error, please list it here
- After it reaches 100%, hit Windows key-X again
- Again, choose “PowerShell (Administrator)” or “Command prompt (Administrator)”
- Inside the window, copy and paste “sfc /scannow” without quotes into the window, and enter
- Post the message you receive here

The driver for your graphics card is also quite old. Asus offers a slightly newer one for your laptop here:

I'm not sure how much it will help though. A driver older than Sims 4 is going to struggle with the game even if everything else works properly. Even with Windows 10, the Asus GPU driver is several years old, and Intel doesn't offer a current one.
Besides, even with a current driver, your laptop's hardware is quite weak for Sims 4. While it's above the minimum requirements for the base game, Cats & Dogs is a demanding pack, and your laptop might not be able to keep up. The fact that a clean boot didn't help means there's probably not a whole lot you can do.
If you want to keep trying to play though, here are some steps you can take:
- Remove your entire Sims 4 game folder from Documents\Electronic Arts; you can put it on your desktop
- Restart your computer before playing, then open only Origin and the game, nothing else
- Before launching TS4, put Origin into offline mode and then disconnect your computer from the internet: disable wifi and/or pull the ethernet cable

You might also try downloading the Legacy Edition of the game. Even though your laptop is 64-bit, the LE could help because it's a bit less demanding than the standard version. You can download the Legacy Edition from the Extra Content tab on the Sims 4 page in Origin.
