Time and sims keep stoping making me unable to play the game.

Every time I make a new save I will play for a while (it's never the same, sometimes it's a sim week and then it's a year) when I start having the same glitches each time. My Sims, the time, and even the dog will stop moving, I can't pause or fast forward the time, after a few seconds to minutes everything will go back to normal. It's been happening for a while now but I wouldn't be able to tell you when it started. I have tried everything I could find online so I hope somebody knows what is causing the problem and has a solution I haven't seen yet. I do have mods but I have removed them and even started a new save without them but still it happens. I love playing this game and I really want to get it fixed.
